Hikaru no Go. Shounen, yes. Competition, yes. Action? Even less than a cooking anime.
Like what @scytale@piefed.zip said, it depends on what “action” means. If action just means having fight scenes in them, then plenty of sports anime with flashy sequences meet the criteria. Or anything with a heavy focus on competition and rivalry.
Some of my favourites - that are most relevant to this post - are Haikyu and anything from Umamusume.
For Umamusume, the more “battle shonen-like” ones are Beginning of a New Era and Cinderella Gray IMO. (Even though Cinderella Gray is supposedly seinen.)

The first thing that comes to mind when you say that is Yakitate Japan. Shokugeki comes to mind next as a newer take on the idea of cooking competitions. Let me know if I’m misunderstanding the wording though.

Yakitate Japan is my favorite, but since it was already mentioned I guess I’ll say Akane Banashi. Ending isn’t written yet, so fingers crossed that it’ll be good!
