Since it’s a dress worn over a shirt it’s a pinafore dress (broad category), but this time we can be more specific and call it an overall dress (because those straps can detach). If I look it up on ddg images I even see a few with a big pocket on the chest (as shown on Sakurako). I hear girls love things with pockets.
