I have an idea for the next version of lemmy and I wanted to know the process of proposing it and then getting clients to support it.
You could create a feature issue in the official Lemmy GitHub (https://github.com/LemmyNet/lemmy/issues) which, if implemented, would get your feature into the officially maintained Lemmy. Then, you’d have to convince third party apps to adopt it too.
Don’t forget to search through the existing issues. Lemmy 1.0 is just around the corner with a ton of new features.
I don’t know if it works like that. I’ve been here a while just commenting. So lemme know if some gets you a solid answer.

You just open an issue on github, as the other comment said: https://github.com/LemmyNet/lemmy/issues
You can also talk to the devs on their matrix channels, but github is simpler.
