You need to be able to view the posts in order for them to function as a guideline. They are not that bad because I would remove them otherwise. I don’t think most people will go into the guidelines and scroll way down anyway, unless they are looking to post something.

Cleavage is about exposing parts of the breasts by lack of clothing in the middle, it is not about the actual size of the breasts. So Himawari being big is not a problem. You show a picture of Himako and Sakurako in their seifuku, which doesn’t have cleavage or exposes them in any other ways to it’s ok.

Kissing is no problem either, romantic material is allowed.
